ISM 2009 - an Unqualified Success
ISM held it 42nd annual conference from August 30 through September 2 in Chicago, Illinois. The conference theme was, “Winds of Change: Smart Choices for Tough Times.” Despite a tepid economy which has created budget chaos for many state and local governments the conference attracted over 750 registrants from the public and private sector. Forty eight states and the District of Columbia were represented in addition to Canada and the United Kingdom.
The strong agenda featured opening keynote speakers, Kevin Concannon, Under Secretary for Food, Nutrition and Consumer Services, US Department of Agriculture and David Hansell, Principal Deputy Assistant Secretary for Children and Families, Department of Health and Human Services, who provided insight into the priorities of the new Obama administration and shared their perspectives on how the economic crisis and the American Recovery and Reinvestment Act (ARRA) will affect human service programs and the delivery of services and benefits. Plenary sessions’ panels of state CEOS, state CIOs, and nationally know policy experts also explored these themes in more depth in relationship to their agencies and disciplines. Closing Plenary Speaker, Ray Scheppach, Executive Director of the National Governors Association (NGA) detailed what the future looked like to those who constituents. John Kost, Group Vice President, CIO Research Worldwide, Gartner, - a conference favorite - entertained and informed the audience on how they can improve their IT Governance.
The breakouts this year included four outstanding sessions each in tracks on Business Drivers, Innovation IT Solutions and Emerging Technologies as well as fourteen platinum sponsor sessions and roundtables for state and local government attendees only. New this year was a breakout track of program specific federal training sessions conducted by FNS, CMS, OCSE, and the Children’s Bureau. FNS also conducted separate APD trainings for government attendees and private sector vendors.
The host hotel, the Downtown Marriot on the Magnificent Mile, worked very well once everyone figured out that the escalator between floors five and seven did not stop on floor six. The hotel has a great location, good food, and an extremely attentive staff. Even Mother Nature cooperated and provided some beautifully comfortable temperatures for attendees to explore the surrounding environments in the evenings after a long and jam-packed day of sessions. As matter of fact, everything went so well, that for the first time in ISM history, the conference will be held at the same venue two years in a row.
