Justifying Your Must-Do IT Investments
Project Evaluation Criteria
A key component of the planning process is evaluating the merits of DPW’s strategic IT initiatives. Projects are evaluated in the following categories and then ranked by a quantitative score:
Cross-Agency Collaboration
Assess the other program offices, Commonwealth agencies, and county and local governments affected.  Higher priority is assigned to projects that support cross-agency collaboration.
Consider the risk of not doing the project, and the risk of doing the project and failing.
Risk
Resources
Consider the costs and benefits to DPW to define, develop and implement the scope of work represented by the defined project.
Stakeholder Impact
Assess the alignment of the project with the objectives of different stakeholder groups. Stakeholders can include citizens, providers, DPW programs and employees.
Program offices complete Project Prioritization Workbooks that the IRM uses to compare projects and generate discussion about projects individually and in the context of the full scope of opportunities presented to the IRM.
