  • Helps governments - especially state governments - better understand the options available for the electronic disbursement of funds

  • Written in response to states' growing interest in electronic disbursements
  • Focuses on Direct Deposit and Association branded cards, such as the Prepaid MasterCard™ and Visa’s Prepaid Card
  • By maximizing the use of electronic payments, states can improve service delivery to beneficiaries who do not have deposit accounts while reducing costs

  • Findings
    • Direct Deposit is the preferred method
    • For the unbanked, cards provide the missing piece in the universal electronic delivery puzzle
    • Looks at two different cards, Electronic Benefits Transfer (EBT) cards and Electronic Payment Cards (EPCs)
    • These appear to offer government the necessary tools to pursue universal electronic payment delivery
