- Direct Deposit is the preferred method
- For the unbanked, cards provide the missing piece in the universal
electronic delivery puzzle
- Looks at two different cards, Electronic Benefits Transfer (EBT) cards
and Electronic Payment Cards (EPCs)
- These appear to offer government the necessary tools to pursue
universal electronic payment delivery
